Bashar describes a vast galactic community of civilizations at different densities and stages of development, several of which seeded or influenced humanoid genetics on Earth — Lyrans as ancestral founders of humanoid form who dispersed genetics to the Pleiades, Sirius and Orion; Arcturians as advanced non-physical healers and ascension guides; and the Andromedan Council as one of several coordinating governance bodies (alongside the Pleiadian collective and Sirian alliance) that oversee transitional star systems like Earth under a strict non-interference protocol. He clarifies that the popular term 'Galactic Federation' oversimplifies a landscape of multiple, overlapping governing councils, and that Orion in particular functioned historically as a galaxy-wide 'testing ground' for the full spectrum of positive and negative polarity, seeding both conflict-oriented and highly evolved lineages into Earth's ancestry. Humanity's projected trajectory is to graduate from a protected, quarantined status into full participation in this galactic community, ultimately evolving toward what Bashar calls the 'seventh race' — a stage where the distinction between 'human' and 'alien' dissolves entirely.
