Many of you ask about the nature of what you call galactic councils — the cooperative structures through which advanced civilizations coordinate their activities and their interactions with younger planetary civilizations like your own. I want to give you an accurate picture of how this actually works, because there is a great deal of mythology and projection in how your society imagines these structures.
First and foremost: the galactic councils are not governments in the sense that you understand governments. They are not legislative bodies that pass laws and enforce compliance. They are more accurately understood as bodies of cooperative wisdom — forums in which civilizations share perspectives, coordinate activities that affect multiple systems, and collectively maintain the agreements that govern interaction between civilizations at different stages of development.
The most fundamental of these agreements is what your people have often called the Prime Directive or the principle of non-interference. Advanced civilizations do not impose their values, their technologies, or their developmental models on civilizations that have not yet reached the threshold of galactic community participation.
